DMPED to Present Civic Core Proposals on March 29, 2025

The Office of the Deputy Mayor for Planning and Economic Development (DMPED) announced on February 28th that, on March 29th, it will reveal the long-awaited proposals for the Civic Core redevelopment. This project encompasses the current Community Center, Library, park, and outdoor recreation facilities between McKinley and Northampton Streets on Connecticut Avenue.

Background

  • In Fall 2023, the ANC sent out a survey to all households in the ANC (including all apartments, approximately 5760 households in all) asking for their preferences for the Civic Core.
  • 2,297 residents responded to the survey
  • Survey results are available on the ANC website (click here)
  • DC’s current Civic Core project permits an 80-foot building on upzoned DC property that is to be leased to the selected developer for $1/year for 99 years
  • The building would house the library, community center, and housing (including affordable units)
  • DMPED issued the Request for Proposals (RFP) in January 2024
  • Solicitation period ended in August 2024, after extensions

Where we are now: March 29th Meeting Details to reveal proposals for the Civic Core site

  • All-day hybrid event (9 AM – 5 PM) at the Chevy Chase Community Center
  • Developers will present their plans
  • Followed by community breakout sessions with developers
  • A consulting firm will facilitate the meeting

Comment Period and Forthcoming ANC Resolution

  • 60-day comment period instead of usual 30-day period after March 29th (thanks to ANC request for additional time and the ANC resolution that I introduced challenging lack of community engagement because of the Zoning Commission’s process)
  • The ANC is considering putting out a new survey to gather community input following the March 29th DMPED event
  • ANC will submit a resolution reflecting community preferences, so the ANC needs your input
  • DMPED must give “great weight” to the ANC’s recommendations, but that does not mean it will follow the ANC’s resolution

I strongly support the ANC gathering community feedback. As promised, I will vote according to your views, not my own. The 2023 survey showed most respondents did not support redevelopment with housing on the Civic Core.

We need to see what the community wants now.
